Why
Identifying the levels of participation of stakeholders in the change process allows you to make sure that a wide variety of interests are considered. The impact assessment of the change at each of the participation levels will provide you with valuable information as to how stakeholders may react to the change. This information will also identify at what level stakeholders need to be engaged at: i.e. Champion, Agent, Target, etc.
When
The Stakeholder Analysis is one of the first steps in preparing for the change and occurs at an early stage in your project, typically after the Analysis Workshops.
How
Conduct interviews with Sponsor, Core Project Team, Promoters (if not part of the Project Team), Activators (if not part of the Project Team). This can be done individually or in groups.
While conducting the interviews you are making every effort to answer the following questions, to measure the level of resistance for each department or group:
- What are the specific target groups/audiences that will be impacted by the change?
- Who might be able to help you the most? (advocates, early adopters)
- Who might present the most resistance?
- Who will be the change levers?
